With all information provided, I'm more inclined to believe Claire even still. Not because she persuades with emotion, but because Rachel's arguments are clearly psychotic. She has not explained how she can speak or contact this 'master,' forget that he's asleep. If all this is true, it is not her place to make decisions on behalf of humanity, no matter how much she believes she can spare it from harm. Even if they can spread onto a rescue submarine, that is again not her place to expect their precautions to be flawed. If the purpose of the master is to pass 'judgment,' then he should still stay asleep, because any being that thinks they can pass judgment on any other sentient being for no logical reason has no business existing in the first place. She has yet to say what he will save them from, regardless. So, she can remain bound.
Thus, I'm in favor of B.
