I think you should if you'd like to. I'd likely participate prizes or no. However, I think I can sense from the second section of your post is that you're just lazy, per usual. I'd support you to do it.

Where is there, as in country? What an odd policy. You haven't participated in a lot of contests. Yet, I'd think you'd make a wonderful judge and I feel everyone would back me up on this. Say, for one such hypothetical summer contest.

It certainly does take a different frame of mind than one who is participating, that's for sure. You need to establish what you will grade on and then depend on what gets submitted. You may have a difficult time by the close quality of a lot of submissions and then you may end up judging on gut, which is always extremely difficult. Suffice to say it just won't happen effectively without someone near OCD in organization. That just so happens to be me and why I don't see it as too much trouble to organize a contest. It's taking the time to take everyone's submission into equal consideration that's the difficult, and yet most enjoyable part.
Also, this is very bad, for I am beginning to read the collaborative story in Leo's narrative voice.
